Before you start
What documents do I need for a BC vehicle appraisal?
Most of what Underbook needs is information you already have. If you’ve already registered the vehicle and paid PST, a few documents matter more, because the refund has a deadline.
The short answer
For every request: the VIN, the price and date you paid, the odometer reading, your contact details, some answers about the vehicle’s condition, and photos. No documents are needed to start.
Already paid PST? Add your registration date, the PST you paid and your ICBC Transfer/Tax Form (APV9T). The Ministry’s refund application asks for a few more things, listed separately below.
What Underbook asks for
Not registered yet
- The VIN. It’s on your registration or insurance papers, and on the vehicle itself.
- The purchase price and the date you bought it.
- The odometer reading, in kilometres or miles.
- Your name, email and mailing address. If you bought it jointly or through a business, that name too.
- Your answers about the vehicle’s condition and history. “Not sure” is there where it makes sense.
- The seven standard photos, plus any your condition answers request.
Afterwards, you take the completed FIN 320 to your Autoplan broker when you register.
Already registered and paid
Everything above, plus:Everything on the left, plus:
- The date the vehicle was registered, and the PST you paid.
- Your ICBC Transfer/Tax Form (APV9T), showing the PST you paid. This one is required.
- A separate bill of sale, if you have one. Optional for Underbook, but the Ministry asks for it.
Uploads can be JPG, PNG, WEBP or PDF, up to 10 MB each. The Ministry must receive your refund application within 30 days of registration, so start early.
Quick answers
- Do I need any documents to start?
- Not before registration. The request asks for information and photos. On the refund path you’ll upload your ICBC Transfer/Tax Form (APV9T).
- Is a bill of sale required?
- Not by Underbook. The Ministry’s refund application asks for one, so keep it with your refund papers.
- Who sends the refund application?
- You do. Underbook prepares the appraisal and the refund-support package; you sign the application and send it to the Ministry.
Essential facts
- No documents are needed to start before registration.
- Already paid PST: your APV9T is required.
- A separate bill of sale is optional for Underbook, but the Ministry asks for it.
- The Ministry must receive a refund application within 30 days of registration.
- Underbook prepares the documents; you sign and send the refund application.
Before registration
This is the simpler path. Gather the information above, start the request, and add the photos as you go. Once your appraisal is complete, you take the FIN 320 to your Autoplan broker when you register the vehicle. See Appraisal before registration.
Already paid PST
Underbook needs your registration date, the PST you paid, and a clear copy of your ICBC Transfer/Tax Form (APV9T). That form shows the PST you paid, and the request can’t be submitted without it. A photo taken with your phone works.
The 30-day receipt deadline
The Ministry of Finance must receive your complete refund application within 30 days of the registration date, by mail or courier. Gathering your own documents while Underbook prepares its part saves days at the end. See The appraisal-based refund deadline.
What the Ministry’s refund application asks for
These are the government’s requirements for the refund application (FIN 355/MV, refund reason #5), not Underbook’s. Copies, not originals, and they need to be legible:
Document 1. A copy of the bill of sale: the vehicle, the purchase date, the buyer and seller, and the price.
Document 2. A copy of your validated ICBC Transfer/Tax Form (APV9T), showing the PST paid.
Document 9. Proof that you bought the vehicle, such as a cancelled cheque or a bank statement showing the payment.
Document 10. The completed Motor Vehicle Appraisal (FIN 320).
Document 12. For an individual or sole proprietor, a copy of photo ID supporting the legal name. For a corporation not registered in BC, a copy of its incorporation certificate. Follow the form’s applicant-specific requirements.
Use the correct legal applicant details for an individual, joint purchase or business, consistent with the purchase and tax records. The application is signed by the person who paid the tax. For a corporation or society, a director or employee with delegated signing authority signs; a third-party adviser does not sign in their place. Underbook prepares the FIN 320 and refund-support package, including an application draft for your review. Your Ministry identification and proof-of-purchase attachments are not Underbook uploads. The full submission, and who prepares what, is in Vehicle PST refund after purchase.
What you don’t need
- An account. The request starts with your VIN.
- An appraisal or valuation from anyone else.
- Repair estimates. Service records or invoices can help if you have them, but they’re optional.
Photos matter more than paperwork for the review itself; see the Vehicle photo checklist. No appraisal, tax or refund outcome is guaranteed.
Have the VIN and price handy?
That’s enough to start. Underbook reviews it before asking for anything.
