BC private-sale PST
BC vehicle PST appraisals
If you bought a used vehicle privately in BC and PST is being worked out on Canadian Black Book’s Average Wholesale Value instead of the price you paid, a well-supported appraisal can sometimes lower the value PST is calculated on — before you register, or through a refund after you’ve paid.
The short answer
Yes, sometimes. On a private sale, PST is generally calculated on whichever is higher: the price you paid, or Canadian Black Book’s Average Wholesale Value for the vehicle. When the price you paid and a well-supported appraised value are both below that average, PST is calculated on the higher of those two instead.
Whether that saves enough to be worth an appraisal depends on your vehicle — and that is what Underbook checks, before asking you to pay anything.
Quick answers
- What does it cost?
- The standard fee ceiling is $80, GST included; the eligible returning-customer ceiling is $71, GST included. Below $60 supported benefit, no paid appraisal is offered. From $60 through $159.99, the fee is 50% of supported benefit, subject to the lower applicable ceiling. The lower amount controls. No upfront payment; Underbook reviews first.
- How long does review take?
- Most reviews are completed within 30 minutes during review hours. Review hours: 7:00 a.m.–7:00 p.m. Pacific, 7 days a week. You can submit anytime.
- Where does this work?
- Anywhere in British Columbia. The whole process is online, using the details and photos you provide. You don’t need to find an appraiser in your own city.

Underbook at a glance
- Provider and service area
- Underbook Appraisals Ltd. provides remote service throughout British Columbia. Underbook is independent of ICBC and the BC government.
- Purpose
- Appraisals supporting eligible BC private-sale vehicle PST and the FIN 320 form. Before-registration and qualifying already-paid refund paths are different.
- What to prepare
- Start with your VIN and purchase price. The request then asks for vehicle information, condition and photos. The refund path also needs your registration date, actual PST paid and validated APV9T.
- Review and payment
- Underbook reviews your submission before requesting payment. A preliminary opportunity assessment is not a completed appraisal or a guaranteed saving.
Choose the relevant path below, then use Start with my VIN when you are ready. An assistant can explain the public guidance; it cannot approve an appraisal, confirm your purchaser details, pay or sign for you. For illustrative tax arithmetic, see the BC vehicle PST calculator.
The typical review-time statement above is not a guaranteed appraisal-completion or document-delivery deadline. You can submit anytime; review hours describe when review takes place.
Why the PST value can look wrong
When you buy a vehicle privately, BC does not simply take the number on your bill of sale. PST is generally calculated on the higher of the price you paid and Canadian Black Book’s Average Wholesale Value — an average for vehicles of the same year, make, model and trim. That average can’t see your vehicle’s mileage, damage, wear or mechanical problems. If you paid less because the vehicle is worth less, the average can overstate it.
The full rule is explained in How BC private-sale vehicle PST works, and the exact three-way comparison in Purchase price and Average Wholesale Value.
What an appraisal can change
An appraisal supports a value for your specific vehicle, based on its actual condition and the evidence you provide. It can change the value PST is calculated on. It doesn’t change the rates themselves. The taxable comparison retains the applicable purchase-price floor; the appraised retail value is a separate amount and may be lower. Near $125,000 or $150,000, a lower taxable value can fall into a lower rate tier: High-value vehicle PST in BC.
It only helps when both the price you paid and the appraised value are below the Average Wholesale Value. If you paid the average or more, PST is generally based on your price already, and an appraisal won’t lower it.
Before you register, or after you’ve paid
Not registered yet
Get the appraisal first and take the completed FIN 320 to your Autoplan broker when you register. This is the simpler path, with no refund deadline.
Already registered and paid
An appraisal may support an eligible refund, based on the PST actually paid, supported taxable treatment and verified evidence. A preliminary comparison does not establish a refund. You’ll need your validated ICBC Transfer/Tax Form (APV9T), and the Ministry of Finance must receive your complete application within 30 days of registration.

- Pay only if it’s worth itThen you receive a signed appraisal and completed FIN 320.

What it costs
The standard fee ceiling is $80, GST included; the eligible returning-customer ceiling is $71, GST included. Below $60 supported benefit, no paid appraisal is offered. From $60 through $159.99, the fee is 50% of supported benefit, subject to the lower applicable ceiling. The lower amount controls. There is no upfront payment. On the refund path, supported benefit means the eligible refund supported by actual PST paid and reviewed evidence, not a theoretical saving before registration. The exact rule is in Pricing and when payment is requested.
What Underbook doesn’t do
Scope
- Underbook’s service is for vehicles bought at a private sale in BC. It does not provide collector-market, insurance, agreed-value, estate or restoration valuations.
- If Canadian Black Book has no Average Wholesale Value for the vehicle, the comparison doesn’t apply, and Underbook won’t sell you an appraisal for it.
- Underbook prepares the appraisal and forms. It does not register your vehicle or file a refund for you, and it is not part of, or endorsed by, ICBC or the BC government.

Is it worth it for your vehicle?
Often it isn’t, and that is the first thing Underbook tells you when it isn’t. Is a FIN 320 appraisal worth it? explains what makes the difference.
No appraisal, tax or refund outcome is guaranteed. The Ministry of Finance and your Autoplan broker apply the tax rules; Underbook supports the appraised value the evidence allows.
